Can an NFL Player Refuse to Pay a Fine?

An NFL player cannot effectively refuse to pay a fine, as the league is authorized by the Collective Bargaining Agreement (CBA) to deduct the fine amount directly from the player's paycheck. But they have the right to appeal a fine. Appeals are heard by officers (jointly appointed and paid by the NFL and NFLPA) whose decision is final and binding.
