NBA Expands Draft Lottery, Adds Penalties for Bottom Three Teams

The NBA Board of Governors passed new anti-tanking rules, expanding the draft lottery from 14 to 16 teams. ESPN reported the changes also create a relegation zone, where the bottom three teams face flattened odds and lower chances at the No. 1 pick, aiming to reduce late-season losing incentives across the league starting with future drafts.
