Shams said Silver told teams, “Losing should be uncomfortable,” as the NBA weighs a 16-team lottery reform. Owners will vote on it on May 28. The bottom three records would get the fewest No. 1 pick chances, teams could not win No. 1 in consecutive years, and three straight top-five picks would be banned to curb tanking.
