All three anti-tanking proposals presented to the NBA's board of governors last month widen the lottery to 18 teams and further flatten the odds, per Anthony Slater. One would weigh a team's record across two seasons, while another, called the "five-by-five" method, gives the bottom five teams identical odds. None were "embraced with much warmth" around the league.
