NCAA Committee Proposes Changes in Penalty Structure, Disapproves Leg Coverings

The Division I Football Rules Subcommittee has proposed a one-year trial rule that would change the penalty structure for targeting calls in college football. Hence, a player disqualified for targeting for the first time during the season could play in the next game. The proposal that required players to wear leg coverings from the top of their shoes to the bottom of their pants was not approved.
