Manfred said a salary cap question is “a Tony Clark question,” arguing talks shouldn’t start with “we absolutely will not talk about” anything. MLBPA warned that cap proposals previously led to “the most missed games ever.” Manfred cited other American leagues to claim that spending has to be incentivized to make the cap system work.
