What Is an Illegal Shift In the NFL?
An illegal shift is a five-yard offensive penalty when the offense isn’t fully set before the snap. Multiple players may shift, but after the final shift, all 11 players must be completely set for at least one second. If two players are moving at the snap, or one hasn’t set before another moves, officials flag it.
